Load historical evaluation data

• If the germplasm entries of an existing spreadshee do not have germplasm identification (GID), create a list in SetGen containing the entries
• Convert the existing spreadsheet to ICIS Workbook file
• Import the created SetGen list to the Workbook. Retrieve the list by EntryID
